David Shircliff has been a public defender for more than 20 years. He was an attorney and trainer for the major felony division at the Marion County Public Defender Agency until his appointment as Lawrence County's Chief Public Defender. He has a master's degree in social work and is a faculty member of the National Criminal Defense College, Indiana Trial Practice Institute, and an Adjunct Professor at IU Robert H. McKinney School of Law.
Bruce E. Andis Deputy Public Defender
Bruce Andis joined the Agency in September 2012. His cases have included adult and juvenile criminal matters, as well as Children In Need of Services (CHINS) matters. Before moving to southern Indiana, Bruce worked for several years as a public defender in Boone County and in civil law practice.
Jim Spangler Deputy Public Defender
Jim Spangler has been dedicated to public defense since starting law school at Indiana University Maurer School of Law. After interning at LCPDA for three semesters, Jim joined the agency as a deputy public defender in October 2014. Jim works on adult criminal law and juvenile adjudications. He also writes appeals for a wide variety of cases, including Department of Child Services cases, parental termination, and juvenile and criminal appeals. Jim is also a member of the Lawrence Superior Court One Problem Solving Court team.
Debra S. Andry Deputy Public Defender
Debra Andry joined the agency in June 2015. She graduated from the IU School of Nursing in 1983 and the IU School of Law-Bloomington in 2004. Before joining LCPDA, Deb was in private practice where her primary areas of practice included family law, CHINS cases, and guardianships. Her cases with LCPDA include adult and juvenile criminal matters, as well as Children In Need of Services (CHINS) matters. Deb is currently a member of the Juvenile Problem Solving Court team in Lawrence Circuit Court.
Jennifer Schlegelmilch Deputy Public Defender
Jennifer Schlegelmilch was a dental hygienist for ten years before going to law school to pursue a career that allowed her to make a difference in people's lives. Jennifer started law school at Valparaiso University and later transferred to Indiana University School of Law-Indianapolis. Jennifer previously worked as a Deputy State Public Defender, in private civil practice, and as a public defender in Madison County.
Kristine Kohlmeier Deputy Public Defender
Kristine Kohlmeier joined the LCPDA in 2016. She graduated from Indiana University Maurer School of Law in 2009. Kristine represents clients facing misdemeanor and felony charges. A former Peace Corps volunteer (Uzbekistan, 2003-2005), she is an Adjunct Professor at the University of Nebraska at Omaha.
Denise Turner Deputy Public Defender
Denise Turner joined the LCPDA in 2017. Originally from Orlando, Florida, Denise is an experienced trial attorney. She graduated from George Washington University Law School and has a master's degree in Management. She worked as a public defender in Marion County for several years before going into private practice and joining LCPDA.
Grace Blanton Office Manager
Grace Blanton was born and raised in Lawrence County, graduating from Mitchell High School in 1997. Grace started working with Agency founder Lorinda Youngcourt in her private practice in 2007 and helped design and create the Agency. She oversees the flow of all documents through the office and ensures that every piece of paper is scanned and saved in its appropriate location. She makes sure clients receive court notices, is responsible for scheduling depositions, and files motions with the courts.
Kathy McDowell Executive Assistant
Kathy McDowell joined LCPDA in July 2011 after working with Lawrence County courts for over 20 years. She assigns new cases to attorneys, tracks caseload requirements, helps prepare quarterly reports for the State, and is the Appeals Clerk and office financial officer.
Shanna Freeman Legal Assistant
Shanna Freeman joined LCPDA in July of 2016, after retiring from Lawrence County Courts and other county agencies for over 25 years. She answers the phone, assists clients coming into the office, schedules appointments, prepares new electronic case files, processes discovery, and prepares correspondence to clients.
Micki Rushton Treatment Interventions Case Manager
Micki Rushton is a forensic social worker who began working at the LCPDA through a grant in May 2016. She provides treatment intervention assessments and referrals for clients suffering from mental health and addictions issues. Prior to her work with this agency, Micki worked as a Mitigation Specialist and Sentencing Consultant on death penalty and life without parole cases for approximately 18 years. She also taught Sociology as an Adjunct Professor at Ivy Tech Community College from 2005-2016.
